I have a multi-airline itinerary with a 4-day stopover. Whose baggage fees do I pay?

Going from JFK to Rome on American...then Rome to Bangalore India 4 days later on Qatar Airlines. Whose baggage fees do I have to pay? American's? Qatar's? Both!?!?
