3 Year old child pees everywhere!?

I have a friend who has a three year old daughter that will drop her drawers and pee anywhere! We were out camping and the child peed by our picnic table, our tent and by our barbeque while visiting us for the afternoon. Her parents told us that they were in town and she did the same thing while watching an outdoor concert. There was no discipline or direction given to the child as to what she should or should not do. Now I have teenage daughters myself, I know how difficult it is to toilet train children, but I was appalled by this. Should I say something to my girlfriend? I don't want to offend her but I feel this situation could become very embarrassing for her and her family.
